Legislative Update: Monitoring MPSERS Funding
The state budget process began in late January with the Governor’s State of the State address and budget proposal. Since then, the House and Senate have been developing their own versions. The Legislature has a target date of July 1 to approve the School Aid budget so that school districts can plan for the year ahead. MARSP continues to encourage policymakers to complete the School Aid budget in a timely fashion.
MARSP is closely monitoring MPSERS line items across all three proposals—the Executive, Senate, and House budgets. The Governor and Senate are aligned in making the expected payments to MPSERS. We’re still waiting on the House budget. If there are concerns, we’ll need your help to ensure the Legislature protects retiree benefits.
May Revenue Forecast: Mixed News
Economists delivered the latest revenue projections at the May Consensus Revenue Estimating Conference (CREC). The good news: School Aid revenue is slightly higher than January estimates. The not-so-good news: General Fund revenue is expected to come in lower. When overall state revenue dips, pressure increases to make cuts elsewhere.

Effective advocacy begins before a bill is ever introduced. The best time to develop relationships and trust with policymakers is when activity is light and a specific “ask” is not necessarily on the table. Right now, legislators are focused on the state budget.
